Position Function
Under the direction of the Director of Public Works or designee, performs assigned duties necessary to provide administrative assistance and support to the Public Services Directors, as may be assigned, in all phases of city operations.
Essential Duties% of Performance
Performs assigned duties necessary to provide administrative management and executive support to the Public Services Directors. Duties include, but are not limited to: development of agenda items; records retention, open records requests; billing statement reconciliation; expense analysis & reporting; accounts payable; credit card reconciliation; purchases and purchase orders; cash handling; travel arrangements; space planning; safety meetings & team activities; development of Requests for Proposals, bids, and quotes for goods and services.35%
Performs assigned duties necessary to provide technicial staff assistance to the Public Services Directors, and staff, to include but not limited to: the preparation and administration of the budget for the Public Works, Community Development, and Economic Development departments; preparation and analysis of budget requests and adjustments, including those for the CIP budget.30%
Management of special projects, research, administrative staff, and those activities necessary for administrative and organizational accountability & improvement, as directed.20%
Performs assigned duties necessary to provide operational support, to include: inventory control; administration of work order system, land management system and other department related software; support Logistics needs of the Emergency Operations Center.10%

Environment
Duties are generally performed in an office environment. Possible exposure to dust, mold, and electricity.
Requirements/Knowledge/Skills/Abilities
Required knowledge and experience normally obtained through the completion of an advanced education from an accredited institution of higher learning resulting in a Bachelor's Degree in Business, Public Administration or related field, and three (3) to five (5) years of work related experience in business or local government are preferred.
In lieu of completion of an advanced education, an applicable experience equivalent of eight (8) to ten (10) years with enrollment in an institution of higher learning within 12 months of hire may be substituted.
Three (3) years of supervisory experience required. Local government experience is preferred.
Experience with asset management, asset management principles and related software suites is preferred.
Ability to use of Microsoft Excel, Word, Outlook, Power Point and organization specific software.
Must be able to research, compile and analyze data, and then present findings to management in an acceptable format.
Work requires the ability to read letters, memos, contracts, professional and industry literature, spreadsheets and other job related analysis.
Must be able to monitor and keep up with workload and projects.Ability to work under high demands, short time constraints, and pressure of a fast paced work environment.
Ability to understand and adhere to federal, State and City regulations, best practices and policies affecting department and job related activities.
Ability to establish and maintain effective working and professional relationships with City and other public employees, public officials, contractors, consultants, vendors, and the general public.
Ability to provide guidance, assistance and/or interpretation to others regarding the application of processes and/or procedures.
Ability to think and act quickly, accurately and calmly in emergency situations.
Ability to coordinate several acivities at the same time.
Must possess a valid Texas Class C driver license and a safe driving record.
Must pass all post offer pre-employment processes and/or procedures, to include but not limited to Drug Screen, Physical Examination, and applicable Background Checks.
